Concerns over a looming governance crisis in Siaya County have been raised by public commentator Jerry William Sando, who has questioned who is currently running the county amid what he describes as a complete breakdown of the county executive structure. Speaking on the state of county leadership, Sando warned that Siaya may be facing a constitutional and administrative crisis. He pointed to the absence of key officials mandated to ensure continuity of governance and service delivery. “We are facing a constitutional crisis in Siaya. Look, the Governor is out of the country for an alleged medical check-up. We have no functional Deputy Governor’s office since the Governor chased away his deputy. All CECMs and COs are out of office and their positions have been advertised. The County Secretary’s office is also vacant, and the position has been advertised. The tenure of the Siaya County Public Service Board has ended. Basically, the entire executive is not in office at the moment. Who is managing Siaya County as we speak?” Sando posed. His remarks highlight a situation where nearly all critical offices within the county executive are either vacant or non-functional. Under Kenya’s devolved system of government, continuity in leadership is essential to ensure that public services, financial management, and policy implementation proceed without interruption. The absence of a Governor, Deputy Governor, County Executive Committee Members (CECMs), Chief Officers (COs), a County Secretary, and an active County Public Service Board raises serious legal and administrative questions. These offices play a central role in decision-making, implementation of county legislation, and oversight of public servants. Legal experts note that such a vacuum, if left unresolved, could expose the county to operational paralysis, stalled development projects, and potential legal challenges. It may also undermine public confidence in county leadership and governance structures. Sando’s questions echo growing public concern among residents and stakeholders who are seeking clarity on who is currently exercising executive authority in Siaya County and how critical decisions are being made in the absence of duly appointed officials.
